hardware providers can, but thay doesnt mean they report it accurately.

If Comcast and the cable box is owned by NBC and its #1 moneymaker is the value of advertising on its networks which is dictated by its "ratings", how do you think NBC will report NBC's ratings? tanking? never.

ATT/DirectTV/Time Warner is the same.

I might be wrong but I don't think the FTC would turn a blind eye if they faked ratings to increase their ads fees. This is plain fraud.

unless the FTC was a revolving door of media executives, or people who'd rather take a bribe than blow a whistle against a murderous mafia of media executives.
