They are doing far more than "public posts" or there wouldn't even be a review. Also, unlike you or I, they get access to posting IPs from major platforms without a warrant and then warrant free access to domestic IP to billing address maps, so they are creating profiles based on billing identity.
Though I agree they most likely have unfettered access to IP and as such can reference the isp and link your billing profile, that is not the claim in this article. This article discusses collection of open access data. RCMP auditing itself is redundant.
The title of the article is inaccurate. If it was illegal it would be proven. There is no proof of illegal activity.... yet.
It even states the name of the off the shelf solution.
