The reason it took so long is that the big manufacturers had to move back to the US and then build a new factory and then retool it which likely could take the 3 years since he's been pushing this agenda hard. I also imagine domestic manufacturers were also expanding and buying buildings and machinery also during that time and having to hire a huge amount of workers with experience is pretty tough with unemployment at such low levels they'd likely have to steal some workers with higher pay and better benefits to have them come work for them.
