we have to use the only tools at the city's disposal: raising property taxes and raiding our reserves

You could, I dunno', do what the rest of us have to do, ... spend less. Normal people don't get to just raid the treasury when income is reduced or costs increase. We have to get creative, more efficient, or go without. Why is robbing the electorate "the only choice at the city's disposal?"
