I don't know why anyone would want to be there at this point. Even a fucking moron can scrape together a few hundred dollars and a bus ticket to get a job somewhere else while (if they have to) live in a van, friends/families rental/property, rent a room for a month or two... etc. Hell, you can probably get the gov to pay for most of that for you if you are willing to leave that area.
