The settlement agreements are negotiated between aligned parties. It's not like there is any argument. "Ban fireplaces?! Sure. You want wood stoves in there? Okay. How about pellet stoves?" I had a summer job long ago working for an astute, old engineer. He delegated all of the regulatory reports to me pointing out the tiny section for reporting emissions from wood burning. "They are going to outlaw fireplaces and wood stoves. This is how it starts." That was 1996. Here we are!
