Remove the incentive, make the punishment so great it is not worth trying in the first place. Also, Deport EVERY SINGLE ILLEGAL and ban them and their entire family for life.

It could have been. There have been a few recorded events just like that near San Diego over the last year. Too bad the navy/coast guard don't treat them like terrorists and act appropriately with the boat.
