Lethal force stops only the target. There will always be another target, so you're really just chasing down targets, one at a time.
I would advocate for using a crushing, crippling force. Deter them all. Make them all decide they won't try. Change their thinking, by crushing their desire even to try.
- AP mines.
- Hunter kamikaze drones.
- High-yield, tactical explosives.
- Thermite mines.
- Massive-scale geoengineering, to change the terrain, denying them places to hide and rest.
- Guard towers with M19s.
And so on.
In short, a resident, standing army whose remit is the borderlands, not some pudgy-buddy texicans-and-tacos police force like we have now.
The border is a no-go zone.
