That’s why. Usually you want to give good people a chance to be good before you drop the kill hammer because of public perceptions and distortions. They understand the big picture and act accordingly. At the end of the day when you have two groups of people who did bad shit, the people who had more restraint from the onset are remembered more favorably as people have to make decisions about how to feel about something.
