There should have been a cap on immigration by all sources including by students and a ban on anyone from designated countries. They should have looked at arrest and conviction rates by country of origin and banned any immigration from any of those countries in a 5 years rolling basis until that country fell out of the top 5 sources of arrested and convicted. That would have encouraged good behavior on the part of immigrants for fear that people from their origin country would be banned from entry as immigrants.

...which is how we wound up fighting in Europe(Germany first!) as opposed to what Americans wanted, which was to only fight Japan. Americans did NOT WANT to fight Germany again.
