The congress could still implement my plan today and it would arrest the decline. It would also throw the criminality of urban youf and hood rats into even greater contrast with humans.

...which is how we wound up fighting in Europe(Germany first!) as opposed to what Americans wanted, which was to only fight Japan. Americans did NOT WANT to fight Germany again.
