There should have been a cap on immigration by all sources including by students and a ban on anyone from designated countries. They should have looked at arrest and conviction rates by country of origin and banned any immigration from any of those countries in a 5 years rolling basis until that country fell out of the top 5 sources of arrested and convicted. That would have encouraged good behavior on the part of immigrants for fear that people from their origin country would be banned from entry as immigrants.

IMO 14.8 percent is way off. I'm thinking 20-22 percent. and as chain migration increases accordingly it will be 50 percent in 7 years or so.
