I don't think that it's necessarily some other race. For instance, Greco-Roman civilization would be mostly or entirely European. Mudflows might not have been limited to Tartaria, but a world-wide phenomenon. I think the Mud Flow sub should be for mud flows and large parts of deleted history that are little known about.
