it's either from rubbing the paint off, or the fact that it is a garbage container and probably picks up wet garbage from time to time when it's not recycling day. I'm going with garbage filth because of how it seems to accumulate on the bottom.

I'm guessing the bin on the front is not supposed to drop back like that. Any intelligent person would recognize that as a hydraulic leak, or at the very least a sign of a severe problem with the equipment and a red flag that they probably shouldn't continue to try and position the load over their heads.
