I'm not even talking bout that. I'm just saying anything designed w/ a high powered laser can be used for it's dazzling effect and quite literally just burn you blind from a distance and lock on you w/ ai tracking. It doesn't take a very powerful laser to blind a person so whatever they're unimpressed by they simply have never envisioned being used on people. Drone mount the laser and you could blind a target slowly from elevation and ai targeting. Hypothetically speaking ofcourse.
You don't even need a laser to blind people easily. There are plenty of low power UV-C lamp options out there that will blind and cause other tissue damage for cheap. No need for complex laser systems when a UV-C floodlight will do the job and be invisible to boot.
I was being sarcastic, seeing my username and all. Interesting that the powers are revealing this tech. Do they plan on using this as a threat against us citizens?

idk but i'm sure some clandestine org has considered slowly blinding a target over time w/ a lower powered laser to shift the balance of power in govts. I mean it would be the perfect operation for a clandestine org looking to shift power in a country.
