Who the eff does PT in the middle of the road? Retards? Every base has shit tons of open space for PT without clogging up roads.
Lierally everyone. You run the roads, and at a place like Bragg there are tens of thousands doing it daily.
The problem there is leadership not telling soldiers to move the eff out of the road. Everyone outside the military figured this out a century ago.
Pending where on Bragg you are and what time of day you'd have people running all over the place back and forth across streets, literally in streets cause no sidewalks, etc. Also doesn't account for kids in family areas and stuff.
I'm fine with telling a soldier to have the discipline to not speed on post. If we were talking like a few miles over that happens. Ten you know you're blowing the limit.
