The amount of waste, fraud, and abuse in even the smallest, non-critical programs is staggering. It's not like it's super obvious like new cars and shit, but is perpetrated by a team staffed with diversity hires that have no idea how to get shit done... so programs sit while primes get paid, and no one can be fired. And some programs are in the 'perpetual state' of acquisition or whatever milestone for fucking years... no reason to be hung up for six months, let alone 2, 3+ years.
