As I was leaving back in the early 2Ks, they were wavering in egregious levels of class IV folks (retards, obese, and felons) to make numbers... add to it, that I found out early on, the levels of fraud gone to to ensure funding comes in... every little thing from a pack of pencils to multi-millions dollar weapon systems depends on what's in the NDAA and that is dependent on what numbers are reported to congress.
