Got a good hunch Russia isn't going to target Gen pop

That's usually the general rules of combat. Gen pop only gets taken out if things escalate insanely and one side retaliates to the other and start going all out for demoraliziation.. like Dresden, Hiroshima, Nagasaki, London, Berlin for example.
