Because in science fiction a power suit is supposed to read your muscle nerve signals to sync your movement with the suit. But this is very hard in practice, in theory you could connect a device on the spine to read the signals more efficiently, since all nerves extend from here.

Similar to how a prosthetic implant works nowadays, but much more advanced.

What you're describing sounds powered, the article says it is unpowered. Those who run with artificial legs don't need to turn on a switch.
