You might actually be able to buy one. You'd likely need to make a deal with a scrapper with the appropriate security clearance to bid on the ship and then remove whatever equipment is required to be handled under that clearance while leaving the rest of the ship intact. It'd still cost you, but it'd be a tiny fraction of what the military paid.
