The lithuanian ministry of defence has submitted a feasibility study outlining two possible models for conscription. one of them will include compulsory military service for women.

the decision to introduce universal military service can be attributed to a large-scale nationwide project. it will require careful preparation of citizens, government agencies and businesses for large-scale changes in the national defence system, a responsible assessment of all the consequences, costs and risks of changing the model of the army and the concept of state defence.

the feasibility study envisages two possible models of conscription: every year about 6,100 boys aged 18-19 will be conscripted or about 11,900 boys and girls aged 18-19 each year.

in case of a decision to introduce such conscription, young people who have received primary and secondary education and have reached the age of 18-19 will be conscripted. it is important to note that the grounds for deferment from military service in connection with higher education will be abolished.

it is also assumed that the initial additional costs required to implement the universal appeal will be at least $415 million. preparation and construction of the infrastructure will take at least six to eight years.

the document says that failure to fulfill the duty of those liable for military service may entail an administrative fine in the amount of 30 to 300 euros and criminal liability for evasion from service.

young people who have not completed their service and are not legally exempt from it will not be able to get a driver’s license; to enter public service; to attend higher education; to get a state-guaranteed soft loan to finance their studies.

in addition, it is indicated that in order to avoid possible risks of avoidance, a young person at a later age could be conscripted.
