The G.W. Bush administration, the second Bush to sit as president, had the IG departments of every branch GUTTED and told the personnel to cross train into other fields if they wanted to keep their pension and their earned benefits. They even went so far as to do that to the guard and reserve. The rot has been party blind and has little concern regarding who's affected at the every man level.
