We should develop this technology if for no other reason than to equip tanks with the ability to shoot down satellites.
We have thousands of Abrams tanks. Imagine if every tank in service could elevate its gun and shoot down a satellite or other orbital or transorbital object. With a sufficiently advanced targeting system it is instant cheap missile defense and possibly air defense.
Also need a mobile high energy laser but kinetic weapons work better on anything with armor.

Ships fight at very long distances, so it makes sense to develop hypersonic missiles first. The railgun is good at low-cost flattening costal cities of 3rd world countries, but who really needs that.
