There will always be the need for projectile weapons. Directed energy weapons can't be lobbed at an enemy position on the other side of a mountain, for example.

Not a great example. Railguns require line of sight. It's effectively a high velocity cannon, not a mortar or artillery.

I know what you mean, but all guns direct energy.

Yeah I don't know if its dead so much as publicly shelved. The energy requirements would make it unsuited for a mobile platform. The potential for electromagnetically propelled projectiles is huge in my opinion. What is the current maximum velocity that we can accelerate something with these things? Imagine the damage if you could propell a 50 caliber ball to 1/100 lightspeed.
