They do this anytime Dems have enough legislative power to strike down reasonable legislation. If they really cared, they would have rammed this through between 2016 and 2018.
When the Recucklicans are permitted to regain control, they'll be pushing Israel aid bills all over again. Any bills which benefit their White base will get dusted.
