FFS. The last couple of times I had to plan for that I had to restart servers and apps because the qa teams and devs could not figure out what the impact could be. Fun.....

I'm surprised that small of a time difference would cause you problems. I thought most stuff gave you at least a 2 min grace period.

It really depends on what the software is and the use. Having to plan for a leap second is a real thing and can really suck if you run mission critical stuff or things that are considered life and limb.
