I was thinking it was a driveway, probably less than 16' wide because of the non-DOT approved PVC drain pipe. I think a wood dowel would break, rebar would work but would have to be a long one. The PVC enclosure would keep it relatively straight if someone drove it through with a sledge hammer. Same with a heavy cable (like the tension cable on a telephone pole), if enough was inserted into the pipe, a 1/2" drill could spin it to work it's way through the mud plug while the PVC kept it from flexing and flailing around. Just spitballing on how they did it.
