Looks like tiring work.

Getting that chain all the way through the plugged pipe before dragging the tire through appears to be the hardest part. Any idea what the trick is to accomplish that? A stiff 20ft wire or cable attached to a 1/2" drill? Then hook the chain on and pull that through?

Not sure, I assume it's just the length of the road so you could use a long thin dowel or thin rebar.

I was thinking it was a driveway, probably less than 16' wide because of the non-DOT approved PVC drain pipe. I think a wood dowel would break, rebar would work but would have to be a long one. The PVC enclosure would keep it relatively straight if someone drove it through with a sledge hammer. Same with a heavy cable (like the tension cable on a telephone pole), if enough was inserted into the pipe, a 1/2" drill could spin it to work it's way through the mud plug while the PVC kept it from flexing and flailing around. Just spitballing on how they did it.
