I think he says to mix oil based black paint with oil. The idea might be to lower the cost?

I assumed the idea was to make it slightly less viscous so it will spread farther on impact while still occluding vision.

Good point. Even thinned we'll get good coverage with one coat. And if I mix with diesel will I get a flambé as a bonus? The possibilities are endless.
