What we've got here is a basic detonator of sorts. Marijuana farmers made these but generally used a mousetrap, some pipe and varying loads. "Ankle Poppers" as I was taught. I never farmed mary jane but was told to look out for them by my father should we encounter an area where someone was growing.
Just weird to stumble across them years later marketed as something else. All one needs is the pipe I suppose.
