Sounds like the hood to me. I grew up in a pretty wealthy area my family was lucky enough to move into before it was super expensive. I was taught from a young age that only retarded joggers spend big money on clothes and shoes. And if you see one driving around a really nice car, and he doesn't look arab, he's probably spending all his money on the payments and lives in squalor.
