The Indian recruiting houses are trying to make money by combing job boards and employers, and acting as if they are the submission point for said job. These leads will go into a system like Ceipal or Oorwin, and you'll get a number of recruiters from one company calling you. They don't talk to each other, and (probably) aren't even in the same place.
The recruiters in question may not have the contract for said job, or they could be contracted by another company like Randstad, Manpower, Robert Half, etc. to find people. They also collect resumes and contacts, and some of these "jobs" are simply ones they've found and are using as a bait to get people to submit resumes. That's the primary goal, collect names and addresses and phone numbers of you and potential employers to market to them. It's so cheap to hire an Indian and call the USA over VOIP lines that you can have a company with dozens of people and 1-2 jobs they're working.
There's an L3-Harris location near Cleveland, OH that was trying to hire skilled people at dime-store wages last year. I had an Indian that I had to explain that yes, even though I was in Ohio, the wage was shit for the area and it was not a doable drive. He then proceeded to cry to me (in a very genuine manner) that he had to get 16 submissions THAT DAY for this job. I told the guy good luck, no one is going to move for this job and the pay is too low to live there. That's the kind of people you're dealing with.
