That dialog box does not look or read like a standard Microsoft Windows type of dialog. This is likely a third party dialog since it has such an unusual wording and format that is not part of how MS does things normally. Sure Windows and MS are bad, but this is likely not their work here.

That's possible, but the only thing that runs on these machines is a kiosk program. I suppose it could be that giving the error.
The company that puts stuff on these isn't smart enough to run anything else.

I'm sure they didn't remove the bloatware that ships with most OEM builds of Windows. There's probably a bunch of useless apps that are just there to collect data and spy on the user.
