Pretty much. Most people don't know this but every photo you have on your computer is scanned then a checksum is generated and that is all sent back to MS as well as a thumbnail of the image to check the CSAM database for a match.
Unfortunately... Collisions are possible and you could have your house raided because you just happen to have a innocent photo that has the same checksum as one in the CSAM db.
