This is actually a good idea.
Originally, that's what the states rights thing was about. The Federal Government ensures national welfare, military, regulation, commerce. The rest is supposed to be state rights. If you don't like how one state is, move to another.

I would say that even before then, it was more along the lines of move counties, or make your own. Remember, most of the states were barren dumpsters before 1965. It's only after 1965 that all these growing problems occured like incredibly high housing, etc
