Their idea of success has no meaning. You are proposing that the government has the ability to self grade it's own performance. This is absolutely shit and the exact attitude that allows them to do anything they want instead of being a government that answers to the people.

Government success is determined by the people it serves. It has historically been a failure at handling large events.

I think creating fake large events then manipulating everyone so they can steal rights and cash and move us more to a slave society. In that respect they've successfully manipulated the entire country and world like the pea brained lemmings we all seem to bee, baaaaa the time of slaughter of the sheep is near at hand.

The military mandated Swine Flu shots in 1976. Damn near killed my grandmother a few months earlier, so I had to scheme my way out of the shot. It was November; I went swimming half a day in the rather shallow but very frigid Wichita River. Got sick as a dog, and was hospitalized for over a week. Deemed to sick to vaccinate and got a 90 day waiver. Program was cancelled by then. Whew!
