The fact that puttitin couldn't keep the site up for whatever reason but yet it's still there (just locked out) tells me there's something else going on. I know, no kidding.
If it was truly problematic, the hosting and everything would have been turned off by now, leaving just a blank registered domain name.

and notice the events that took place just after. I find it a little too convenient. If I had to guess i'd say that he had lost interest since voat wasn't growing much. so that was his excuse.
