Users will still be able to see who liked their posts and the like count for all posts, but they will not see the people who liked someone else’s post, according to X senior software engineer Enrique Barragan.

It's a step forward. What's to stop someone from sharing who liked their posts, however?

Great, but he'll still have access to the data, and will be tempted to sell it to 3rd parties who want to profile users for ads and/or political persecution.

Elon sends all new user data to an israeli ID verification company. He can start by changing his user verification process.

This screams honeypot to me. I'm going to be even less likely to like edgy content on twatter after this announcement, not more.
