Because we, as a people, largely ignore the small elections, and never even know who the actual candidates are. We give them little to no coverage, the candidates say little to nothing. In that situation people ignore it, so its the easiest to corrupt also, with a significant impact. I never considered the school board elections myself until 2016... Then it was as an afterthought, more out of watching all of the elections. Then I think I really started to pay attention in 18, when I was picking names I never had even heard of... its tough to find info on some of these people, and its tough to disseminate the info effectively if you do find it. The amount of time I waste trying to find info on some local candidates (positions on topics and such) for small offices (school board, city council), makes me understand why they push sports and pedowood so hard... Keep them entertained & fed, they ignore whats going on.
