anybody paying attention knew within days of him announcing his intention to buy twitter, that he was really purchasing the userbase as a vehicle to launch x dot com, which has been his pet project for decades. he wants it to be the wechat everything app for the US audience. The whole 'pay for verification' is meant to open the door to all users being payment verified, which helps him JumpStart the payment portion of the app, and will also increase ad revenue by huge amounts because ads for payment verified usERS charge way more. he's talked about this openly since, but it was obvious what he was doing before he talked about it. this is neither suprising or eccentric -- is the logical next step in the business model he has been clear about persuing.
