More than likely it is just accounts that were circulating previously hashed images or were using slang that has since been decoded and were part of follow networks using the same slang which raised flags. And they didn't pay the vig.

Correct. They will keep recycling hashtags and coded wording. This will never stop. They will always push ahead of whatever security measure is in place.
