Why are they running away? They all would have scanned in with their phone apps and facial recognition. They don't want to be sent into 3 months of quarantine (for which they will be charged), but by running away, all that will happen is that the police will turn up at their house and their entire family will be sent to the camp. They already convicted themselves by submitting to be digitally tracked, the only way to resolve this would be to rise up and refuse the supposed authority of the government, which in China is a rather serious thing to do and would normally end up with you spending the next decade in a labor camp. This is what is in store for the West if we don't stamp out the growing tyranny.
Because they're sheep.
There's still hope that a huge government like China's is wildly inefficient and it could take a very long time before the cops make it to someone's door.
But, in the mean time, your digital ID goes into lockdown mode, you can't travel or possibly buy food... that measure could also be extended to your immediate family. It's the digitization of this that is part that is particularly chilling, as it allows for extremely efficient application of punishments, and application of those punishments in a depersonalized way (you don't even need to know the person's name, let alone look them in the eye). This is why digital ID is so dangerous.
