he can say that because he knows he has zero chance of gaining power. he also says it in a radical fashion on purpose when it's not radical at all - most nations ban fascist political parties who don't even declare themselves as fascist, but none of them ban communist parties who openly call themselves x communist party, and desire to obtain a form of power that goes against every known constitution.
