Yeah I think what happened is he was fucking up as a kid and his family made him either join the military hoping it would fix him, or move out. So he joined and then came out knowing it would get him out of having to serve.

There's policy and then there's practice. I served when it was still don't ask don't tell... yet I served w/ plenty of gay guys everyone knew were gay. I'm betting there were other reasons but this was the convenient option to get rid of him for being a fuck up in some other form or capacity.
