There's a lot more to propaganda that just sending a message. The huge part is to awaken the emotions of the targeted group "Target is gay, stay away" is not anywhere near enough. Here the purpose would be to awaken the righteous anger in the normal people and induce fear into degenerates. The use of rainbow colors is conditioning in a way that people would start associating those colors with pedophiles, as they should.
Simple fliers would work for someone like you and me who already know what's up, but unfortunately norimes need their little flashing colors from years of consuming advertising industry.
