Likely just used by the maker of the image to clear up a rounding error's worth of population. If the US has 325 million people and PR has 3.X million people, they just ticked off some districts in PR to get to the technically correct 162.5 million people for the whole country.

Putting words into user's mouths, which means making them appear like they wrote something they never actually did, especially on sensitive posts, is one of the greatest violations of user trust possible.
