Most quotas are not well implemented. They don' take into accoubt factors outside of your control. If you're a cashier and your quota is 50 customers per day, the store might not be as busy early in the morning or late at night. Depending on the day or the shift that you work, you might not even have that many customers. It would be impossible to hit the quota no matter how fast you work.
Even if you change the quota some bad employees continue to complain. In my previous sales job long time ago the sales team complained about slow traffic and not enough customers. The company made a deal with the union to transition from quantity of sales to a quality of sales model. It was voted in unanimously by the sales team. So if you engaged with 50 customers or only 1 customer you were only measured on sales quality. The sales team soon realized you could no longer be an order taker... you now had to do actual sales work. They soon complained yet again arguing volume is better than quality. They basically wanted the old quota back. It was too late.
