"Site wide moderators" might be able to delete content and ban users from any subreddit, and maybe even able to enact account suspensions or at least shadow banning and quarantining subreddits, but probably not banning subreddits, managing moderators and editing subverse settings.
Long-term cabalist users such as Ani625 might become part of the program, for their names appear in the moderator's list of several large subreddits last time I checked.
Maybe anyone above a specific karma score can be considered for the program.
