They're *mostly* fiction, but there is a weird vibe about some of the small communities. With a little bit of forethought, even in the age of modernity, you could probably wipe out an entire small town before the police were even notified and had time to respond. You could even take out communications and mains power, and people would just think it was nothing out of the ordinary.
